Dehradun, Jan 27 : The Uttarakhand government, led by Chief Minister Pushkar Singh Dhami, has implemented the Uniform Civil Code (UCC) in the state on Monday.
A notification said, all people except the Scheduled Tribe category will have to follow the UCC.
The Chief Minister inaugurated the UCC portal and rules at his official residence, marking the first state in India to implement it.
The Registrar General’s duties have been determined in relation to UCC compliance. According to this, if the Registrar is unable to take action within the stipulated time, the matter will be auto forwarded to the Registrar General.
Similarly, an appeal can be made to the Registrar General against the order of the Registrar or Sub-Registrar, who will dispose of the appeal within 60 days and issue an order.
The Registrar is also tasked with deciding appeals against Sub-Registrar’s orders within 60 days and informing the police about individuals who violate live-in rules or marriage laws.
The sub-registrar is obligated to review all documents and information within 15 days in general and three days in case of an emergency.
The UCC mandates that marriages conducted between March 26, 2010, and the Code’s implementation date must be registered within six months.
Marriages after the Code’s implementation must be registered within 60 days of the date of marriage. The UCC clarifies applicant rights, and if the Sub Registrar or Registrar fails to act on time, an online complaint can be filed, and an appeal can be made within 30 days against the rejection order.
The Registrar General can appeal a rejection order within 30 days via an online portal or app.
Chief Secretary Radha Raturi said that the committee has prepared the UCC after many years of hard work. This is a matter of pride for our state. It will have a positive impact on society. He said that the process of registration has also been simplified.
The expert committee submitted its report to the government on February 2, 2024. After this, the bill was passed in the Assembly on March 8, 2024. After passing from the Assembly, it was sent for the approval of the President. The President’s approval was received on this Act on March 12, 2024. After this, technology-based arrangements were implemented for the implementation of UCC. Online portals were developed for citizens and officials.
The Cabinet passed it by finalising the rules of UCC. For the last several days, mock drills were conducted at various levels for the related registration on the portal. Subsequently, the UCC Rules were introduced on October 18, 2024, and came into force on January 27, 2025.
Provisions have also been made in the Uniform Civil Code regarding live-in relationships.
As per the applicable rules, while applying for divorce or annulment of marriage for divorce, details of marriage registration, decree of divorce or annulment of marriage, court case number, date of final order, details of children, and a copy of the final court order will have to be submitted.
According to the official information, under the action plan for the implementation of UCC, the portal for online application ucc.uk.gov.in has been developed. Common Service Centres (CSCs) have been designated as training partners. While nodal officers have been nominated in the districts for implementation and training of UCC, a helpdesk number, 1800-180-2525, has been set up for assistance and technical consultation.
